Some school's insurance policies prohibit kids from arriving in any way other than by parent's car or school bus.

    This makes no sense. Why would a school's insurance policy cover kids outside of school (excluding the bus which might still be school jurisdiction)?

    And if insurance doesn't cover them anyway, it shouldn't care what they do.

    That's not something I've ever heard of. Here, if you live within a couple miles of the (middle or high) school, there aren't busses available. We live next to an elementary school and I see kids walking by themselves every single day.
