isn't that mostly a moderation problem?

    Not really imo, it's mostly because traditional forums "bump" posts back up to the top. That promotes back and forth that's required in order to help people diagnose a problem to the actual solution, and as a result of not having a bump prioritization feature, a lot of people only ever speak once in the comments.
