Not decentralized media per se so much as things it doesn't control and cannot influence (tiktok for example). It's about control. They need to have leverage whether it's ability to arrest the CEO, harass for taxes, or videos of them abusing kids. A way to make them dance to the US tune and shut down those who wander too far from the preferred US narrative beyond approved levels of dissent.
