Email the person responsible for managing the school transit cards and if they haven't replied in like a week and a half or two weeks, do a follow up email. They should be able to fix the termination if you bug them enough about it and maybe get you a refund.
At least in the United States, if you email university officials they will eventually get back to you and usually fix your problems.
