It starts with the street. You and your neighbors inventory the people and property. Are there any places sitting empty? Are there too many the people crammed into too small the place? Are the people living in the place that is better equipped for the larger group (1 person but 2 bathrooms?). Empty property is seized by the residents/syndicate and distributed. Efforts taken by the syndicate to fairly calibrate the living situations based on need.
