I think it's upside down, and probably should have a hook for hanging that's located in the middle of the curved section, which is shown in contact with the ground.

But it could also be simply an extention pole for reaching hung garmets that are stored or displayed overhead... Nowadays such extensions are usually just poles with hooks.
