I'm sure that's a local phenomenon, it's not like every city everywhere claims they have the worst drivers (except the person who shares that fact about their city, who either doesn't drive or isn't too bad in comparison).

A braver person would claim something like "(bad) drivers are like that everywhere", but that would mean we need to overhaul the whole transport system instead of reminding specific cities of the traffic laws.
