Agreed, this sounds pretty bogus to me. I doubt UPS would send two packages that large and that sensitive to the wrong country entirely by accident, especially given how tightly the US military tends to control the supply chain of weaponry it sells to allied countries.
Think of how much money it would cost UPS in wasted fuel and time if that kind of mistake happened routinely.
