I think its to calculate with the likely stops you are going to take during the journey

    In my experience, travelling ~90km/h most of the time but adhering to local limits, stop signs, etc. drags you down to the average ~60km/h speed all throughout the route.

    As for going 120km/h on the highway, you still effectively get around 80-100km/h average speed.

    10% down is extremely optimistic
