The revelation of a transfer to South Korea of two North Koreans caught fighting for Russia has sparked calls for a full apology.

Seoul has accused Ukraine of making the announcement in breach of a non-disclosure agreement regarding prisoner of war transfers.

Kyiv says it has only stated the fact of their transfer.

My guess is that SK would use those prisoners for barter with prisoners that are in NK soil. Being exposed like that, NK might drive a harder bargain, as they'll know where those prisoners came from

One would imagine that that’s how they got the prisoners exchanged in the first place. Perhaps it’s North Korea that is being sensitive about the exchange even happening at all.
