Seoul has accused Ukraine of making the announcement in breach of a non-disclosure agreement regarding prisoner of war transfers.

Kyiv says it has only stated the fact of their transfer.

Maybe a mistake, maybe done deliberately. We don’t know yet what the cause is, just saying that there is also a chance that South Korea pissed off Zelensky, by not providing something they agreed to. It is all a political game in the end.
