There are correlations between genetics and mental health, but this is really sometimes part of a larger problem of people thinking that "bad people" act irrationally or choose evil and also reifying this idea of a bad person. Some people seem to think evil looks like mental illness.

    Lots of things are genetic/hereditary (diabetes, higher risk of cancer, etc), but the big systemic things are structures imposed on us and reified among us such as class, race, gender... and then our responses to these imposed divisions are used to justify or explain said division.
