Excellent question, and one most people don't ask. If they did, we might not have had thousands of years of monarchies. The general public tends to tolerate a few privileged people being in charge - even though those people usually act in their own interests, considering the needs of the rest just enough to avoid losing power. No matter how much we wish for a fair and equitable system, few if any have been created on a large scale, and nobody has managed to make one work long-term.
