industry faces a shortage of skilled workers

Maybe if you pay them decent salaries and provide decent conditions you'll have more than enough people willing to learn the skill and work for you.

I saw a video the other day about U.S. shipbuilding, specifically military vessels. It takes four years and a lot of investment to get many of these skilled workers up to speed, but turnover is high. Why? Because of working conditions, and they are paid hourly, so sometimes if the weather is bad, they do not get paid for a full 40-hour work week.
Interviewer: "Why not just make them salaried?"
Company rep: "Because then they would not get overtime pay."
Because that is just an irrefutable law of the universe, that you cannot pay someone for 40 hours a week baseline, but also pay them for anything above that.
