The question is will Ukraine decide North Korea is at war with them anyway and send a drone to their artillery production plants - which is where Russia is getting most of their artillery shells or so I've heard.

This is a risk tough - North Korea could declare war and send more troops (though without artillery how effective will they be?). And Ukraine doesn't have much (any?) that can reach that far, if they want to do this it needs to start with a massive attack against a lot of useful targets.
