Anxiety over federal immigration detentions has gripped thousands of residents in the area and led many to limit the time they spend in public.

The key issue is that ICE isn't looking for criminals or recent arrivals; they're trying to sweep up anybody whose skin is too dark. Hence the need for citizens to carry passports at all times.
