I bought tuya smart thermostats and they rotate for a second now and then (it sums up when you spend time in that room). It is annoying. Is that normal? Can I stop them from doing that? They shall only rotate when they adjust the temperature.

Do other brands behave the same?

I am really having a hard time understanding what OP is describing. Does anyone have a video example of the phenomenon?

Please explain what you mean by "rotate". The thermostat is physically turning in-place, as though a wall clock?

They all will do that, some more, some less. It's to stop them from sticking in position.

I guess OP is talking about smart TRVs (Thermostatic Radiator Valves).

I've been thinking of installing some myself, but this is ones of the things I've been worried about.

I also heard that SonOff makes some very silent ones (TRVZB).

Yes. In a quiet room, like a bedroom, everything is loud. I'm not sure if that was better. Less often and shorter would be better

I wouldn't say silent, it's very audible when they switch from 6 to 25 °C. But I don't observe that occasional self regulating behaviour. So I don't mind.

Are you talking about smart thermostats on radiant heaters? Then in my experience yes, they turn once in a while when they are around the target temperature

My Eurotronic ones do the same, I thought they adapt the valve to reach the target temperature
