Does that mean that Al Salvador is collaborating with the Americans? Why would they just chuck him in a prison on Trump's behest?

Trump is friendly with all fascist dictators, so it's pretty likely they are working with the US.

Is it a for profit prison like in the US?

During Nazi rule, other countries paid the Nazis a flat rate per person for them to take away the Jews to their concentration camps.

We're paying $6 million per year for 300 people to be interred there. If that's the going rate, then that's $20,000 per person, per year.
