Yes, WooCommerce can help with this. You can use WooCommerce Analytics → Revenue/Orders and filter or export your orders by billing/shipping country, then total the qualifying sales for EU countries. For a more convenient country-by-country report, there are also WooCommerce reporting extensions that provide sales by country.

One thing to double-check, though: the €10,000 EU threshold depends on the type and origin of your sales. It isn't simply a €10,000 limit for "imports into the EU." So I'd verify your specific situation before using that figure for VAT purposes.

The two warnings are probably related rather than two separate issues. The importer appears to be receiving a null value from the parsed Blogger XML and then trying to access it as an array on line 159. The foreach() warning on line 238 suggests that another expected array is also missing or malformed.

Since you're using a WordPress multisite/local environment, I'd first check:

The PHP version you're running in Local. The exact version of the Blogger Importer plugin. Whether the XML file is valid and contains the expected Blogger export structure. Whether the error occurs with a very small Blogger export containing only a few posts. The actual code around lines 150–165 and 230–245 of blogger-importer.php.

If a small XML export works but the full export doesn't, that would point more toward a particular XML entry/content structure causing the parser to return null.

If you can post the PHP version, plugin version, and the code around those two lines, it should be possible to narrow this down further.
