I wrote previously about German ATMs neglecting to give receipts.

After receiving my bank statement, it shows that an ATM charged a fee, which was not disclosed at the time of the transaction. Every ATM I used a non-SEPA card in mentioned no fee, which I found surprising because non-SEPA cards are almost always charged a fee within SEPA in my past experience. At the time I thought perhaps the ATM operators simply decided to treat all cards as SEPA cards, perhaps for simplicity.

Some machines indeed charged no fee in the end. None of them offered a receipt either. But one ATM charged €9, the highest ATM fee I have ever seen.

Can this be legal?

The link is to a Dutch site, but it shows that in NL producing a receipt is not an obligation. Which in the very least suggests the EU allows a situation where receipts are unavailable.

Dan Rachow, ehemaliges AfD-Mitglied und langjähriger Greifswalder Polizist, darf trotz Amtsmissbrauchs wieder in den Polizeidienst zurückkehren. Das Verwaltungsgericht Greifswald stufte die rechtswidrige Datenabfrage politischer Gegner lediglich als „mittelschweres Dienstvergehen“ ein – und nicht als Grund, ihn dauerhaft aus dem Amt zu entfernen.1

Die Betroffenen der illegalen Abfragen wurden damals von Rechtsextremen kontaktiert und eingeschüchtert. Als sie sich an die Polizei wandten, mussten die Beamten ihnen mitteilen, dass ihre Telefonnummern offenbar durch eine Person aus dem Polizeiapparat abgefragt worden waren. KATAPULT MV liegen die Akten der Angelegenheit vor.Das Recherchemedium Endstation Rechts berichtete am 24. Juni, dass weitere Betroffene seit diesem Vorfall den Kontakt zur Polizei vollständig meiden. Das Vertrauen in die Behörden sei nicht mehr vorhanden, sagen mehrere von ihnen. Nun besteht die Sorge, dass politisch motivierter Datenmissbrauch künftig nicht konsequent verfolgt wird.

In der baden-württembergischen Kleinstadt Albstadt wollte der Unternehmer Kaspar Pfister eine Pflegeschule für ausländische Beschäftigte bauen lassen. Investitionsvolumen: zehn Millionen Euro. Alles war fertig, das Geld stand bereit die Baupläne waren genehmigt. Dann sah er, so berichtete er es gegenüber der Deutschen Presseagentur im April, dass in dem Ortsteil, wo die Schule stehen sollte, 37 Prozent der Menschen die AfD gewählt haben. Er stoppte die Pläne.

Ein Grund war die Sorge vor Rassismus. Gegenüber dem Tagesspiegel erzählt Pfister nun: „Wenn in einem Ort mit 6000 Einwohnern 37 Prozent AfD-Wähler sind, kann ich doch keine Pflegeschule für ausländische Fachkräfte dort hinsetzen.“ Für den Unternehmer, der 1900 Menschen an 40 Standorten in Deutschland beschäftigt, war das einfach zu riskant.

Frankfurt (Germany) (AFP) – At a time of growing concern over the power of the world's mighty tech companies, one German state is turning its back on US giant Microsoft.

In less than three months' time, almost no civil servant, police officer or judge in Schleswig-Holstein will be using any of Microsoft's ubiquitous programs at work.

Instead, the northern state will turn to open-source software to "take back control" over data storage and ensure "digital sovereignty", its digitalisation minister, Dirk Schroedter, told AFP.

"We're done with Teams!" he said, referring to Microsoft's messaging and collaboration tool and speaking on a video call -- via an open-source German program, of course.

The radical switch-over affects half of Schleswig-Holstein's 60,000 public servants, with 30,000 or so teachers due to follow suit in coming years.

The state's shift towards open-source software began last year.

The current first phase involves ending the use of Word and Excel software, which are being replaced by LibreOffice, while Open-Xchange is taking the place of Outlook for emails and calendars.

Over the next few years, there will also be a switch to the Linux operating system in order to complete the move away from Windows.

The principle of open-source software is to allow users to read the source code and modify it according to their own needs.

The issue of the power wielded by American tech titans has been thrown into sharper relief by Donald Trump's return to the White House and the subsequent rise in US-EU tensions.

In the case of Microsoft, there have long been worries about the dominant position it enjoys thanks to it owning both the Windows operating system and a suite of programs found in offices the world over.

In 2023, the European Union launched an antitrust investigation against Microsoft over the way it tied Teams to its other programs for businesses.

"The geopolitical developments of the past few months have strengthened interest in the path that we've taken," said Schroedter, adding that he had received requests for advice from across the world.

"The war in Ukraine revealed our energy dependencies, and now we see there are also digital dependencies," he said.

The government in Schleswig-Holstein is also planning to shift the storage of its data to a cloud system not under the control of Microsoft, said Schroedter.

He explained that the state wants to rely on publicly owned German digital infrastructure rather than that of an American company.

Experts point to economic incentives for the sort of shift Schleswig-Holstein is making, as investing in open-source alternatives and training staff to use them often costs less than the licences for Microsoft's programs.

This is particularly the case when businesses and public bodies find themselves taken "by the throat" when hit by unexpected extra costs for mandatory updates, said Benjamin Jean from consulting firm Inno3.

Schleswig-Holstein hopes that its move away from Microsoft will eventually save it tens of millions of euros.

But organisations considering this sort of change have to reckon with resistance from staff who fear upheaval.

"If people aren't guided through it, there's an outcry and everyone just wants to go back to how it was before," warned Francois Pellegrini, an IT professor at Bordeaux University.

The potential pitfalls can be seen in the experience of Munich, whose city administration was a pioneer in using open-source programs in the 1990s.

In 2017, the city announced an about-turn, citing a lack of political support and the difficulty of interacting with other systems.

But other public bodies are staying the course: France's gendarmerie, around 100,000 strong, has been using the Linux operating system since the 2000s and India's defence ministry was in 2023 reported to have launched a homegrown system called "Maya OS".

Across the border from Schleswig-Holstein, in Denmark, reports say that the local governments of Copenhagen and Aarhus are also looking into ditching Microsoft.

Another factor that could push the trend is the EU "Interoperable Europe Act", which came into effect last year and encourages the use of open-source software.

According to Jean, "Within the space of two or three years" there could be a number of pioneer administrations who will be able to give feedback on their experiences and inspire others to make the switch.

Es ist nicht der erste Angriff auf das Linken-Mitglied: Bereits vor zwei Wochen war er in der Rummelsburger Straße in Friedrichsfelde von einem Unbekannten verfolgt, attackiert und am Kopf verletzt worden, als er am Handy ein Telefonat über Politik führte. Der 18-Jährige musste anschließend im Krankenhaus behandelt werden.

Belgian banks have gone to the Orwellian extremes of outright refusing cash deposits without proof of source, even for small amounts as low as €50! The war on cash (war on privacy) is in full swing in Belgium.

At the same time, German ATMs are not producing receipts. My understanding of EU law is that the ATM must print a receipt if there is a currency exchange on the ATM’s side of the transaction (please correct me if I’m wrong). But I see no EU law requiring ATMs to print receipts generally. Some ATMs in Germany don’t even have printers; no slot for dispensing receipts. By extension, I suppose such ATMs must not be capable of offering dynamic currency conversion (which is bizarre because that’s where the most profit is in the ATM business).

In any case, it seems a bit off that you can get cash from a German ATM, get denied a receipt (you don’t know in advance that a receipt will not be given), and then you cannot deposit that cash in Belgium due to their nannying.

Or can you? What if you write down the ATM machine’s number, location, time, date, and amount. Would a log of that information serve to document the source of the cash to legal standards?

Thousands of people rallied in cities across Germany on Sunday to protest right-wing extremism and demand a ban on the Alternative for Germany (AfD) party.

The demonstrations were organized by the network Together Against the Right and other civil society groups.

In Berlin, protesters gathered at the Brandenburg Gate, with police estimating the crowd at around 4,000 by late afternoon, while organizers claimed approximately 7,500 participants. Around 2,500 demonstrators also took to the streets in Munich, with rallies announced in more than 60 cities nationwide.

Organizers urged political leaders to begin formal proceedings to outlaw the far-right AfD, Germany's largest opposition party.

In a statement, they argued that the issue of banning the party should be seen not as a political decision, but as a legal matter.

"To clarify this, politicians must find the courage to file a motion for a ban," it said.

The organizers are calling on the Bundestag and Bundesrat legislative bodies, as well as the new federal government under Chancellor Friedrich Merz, to initiate ban proceedings against the AfD before the Federal Constitutional Court.

The AfD is known for its anti-immigration, anti-Muslim, eurosceptic and nationalist rhetoric. The populist party has been a flashpoint in German political life for more than a decade. It has benefited in recent years by tapping into economic discontent and growing unease over refugees.
