It's a deflection. The question isn't "what causes dooropeness? Open doors.", the question is "what causes people to not close a door." But if you don't ask "what causes rape to happen" but instead ask "what stimulates rapists to rape" or even just "what causes rapists", the answer would prompt widespread societal change. And nobody who profits from the current state of society wants that.
