Is this an American thing? I've never seen one of these IRL.
Yes they exist(ed?) in the US. They were all over the place in schools and universities/ colleges when I went. Probably the one on the left is still around, but I don't have a reason to be on campus, so I don't go on campus.

Granted there are actual filter water dispensers as well, but this water fountain isn't uncommon still
Yeah they're definitely still around and in heavy use.
FWIW the ELkay LZS8WSSP is the Cadillac of water fountains and I go out of my way to use near me.
