With nobody to lord over these people would wither away quite rapidly.. a parasite cannot live long without a host.

    You would enjoy several recent books by Adrian Tchaikovsky. Either the fourth book in the Children of Time Series ("Children of Strife") or, if you haven't read the first three (though you really should), the standalone novella "the hungry gods"
