Ansarallah controls the territory where the vast majority of Yemen's population lives. By all accounts they are well armed and well organized. They also have numerous tribal militias on their side. I am not an expert on Yemen but it seems much more plausible to me that it is the Saudi backed mercenaries who were too short on manpower to hold all the territory they controlled.
