Who decides universal principles? It's like putting humans in a town which doesn't have any human and they know there, they won't know anything. Even a language, ethics etc.

    universal principles are figured out by postulating random conjectures, then travelling around and check whether they hold in practice. they are considered universal if they hold everywhere, not just in your personal environment.
