They can't be a full EU member without being a European nation, as in, on the European continent. It's part of the EU's founding document.

    Interestingly enough, the founding document does not define the actual boundaries of Europe, only that you have to be in whatever "Europe" happens to be. Currently the boundaries of "Europe" are set loosely by convention, and can be changed at the discretion of the EU.
