It wasn't official, as per the link they posted the languages are the official languages of Canada and thus services are offered in both.

When Manitoba joined Canada it was bilingual but Ontario resettled it with Irish people to erase the French (and indigenous) with the language eventually being dropped from it's elevated status.

Hence why it's not official but sort of is.
