They cause far more upset and disturbance both in lessons and at break/lunch to allow their unregulated use. When I was in middle school my doctor wrote a note to allow me to wear a hat and sunglasses in class on days when I had a migraine. It was of course an issue with the other students complaining that it was unfair. But also you know teachers are just going to say "no" to a student asking for a permissions slip. Some of my teachers were not lax about phone usage, and those tended to be the classes where I consistently forgot what homework was due.
