    I would imagine it's when there's a conversation happening that's relevant to the question. In this case, the conversation is explicitly about what causes rape, so the question seems out of place and not in good faith.

    So 'what causes rape' is the wrong place to ask 'where rape occurs'? Got it. Not close enough to be relevant.
