Ice isn't enforcing any laws. They are randomly grabbing people and in most cases they are let either right away or after a bit of discovery and such. They so badly don't want due process because they are not actually going after anyone legally. Its why people have been deported and returned. They just want carte blanche to be judge jury and executioners.

At this point ICE is a magnet for serial killers. Theres no redemption for an instution that far gone.
