Kind of hard to argue you are not a legitimate target when the warehouses have significant anti-air defense systems.
I can understand saying they're not liable for losses due to force majeure, but I'm surprised she directly said people should wait for the Russian government to do something. Maybe there's something in the works or I'm reading too much into it, but that seems a bit like actually placing the blame where it belongs.
From what I've read, there seems to be a lot of anger among Russians at their government for slow-walking the war and trying to compromise with the west. Also this is an election year so everyone will be pressuring the government to do stuff they want.
