I totally forgot. Did they revert to protein synthesizers? I was referring to those which are explicitly said to use recycled waste.
I assume the synthesizers in season 1 and 2 are the same tech from ENT.
EDIT: Presumably TOS uses the same protein synthesizers too. I’m not certain how food is made in the 24th century considering in “The Spy Humongous” Tendi says the food was wasted reassembled protein. Prior to that moment, TNG only mentions having the molecular pattern is required for a food replicator.
This is Admiral Vance explaining to Osyraa that the replicators use processed waste as their base. I would assume every generation of ship uses this tech if they used if from the NX-01 until the 31st century. Maybe the replicators are just souped up protein shufflers but they called them something new so that people wouldn't be constantly reminded that they're eating poo.
I mean, that's pretty much what life on earth does today. It's not like an apple tree conjures its fruit from nothing. Most biomatter was at one point shit or a corpse. By now, probably both many times over. We just use biological protein reshufflers.
The fleet being in their little hidden pocket forced them to make use of waste materials. I imagine ships sent out on missions also have a duty to collect supplies/energy usable for sustaining the population.

The best review I’ve heard so far (paraphrasing):

I'm currently catching up on Hacks, and I forgot Chris McDonald has a recurring character (who's massively self-centered). I always appreciated him on TNG because so often he gets cast as a jerk.
