As someone who has to interact with fundies regularly, I can explain. Fundies are opposed to secular ideology, which they associate with liberal bureaucrats. "Unfunded mandates" refers to social programs, something he's opposed to because he feels that the government can't or shouldn't afford them, and which he associates with the spirit of giving that is central to the secularized christmas holiday. Santa is the mascot of that secular version of christmas.

What that has to do with Santa, why the hell Santa was the stand-in for his weird violent fantasizing, what exactly is meant to be funny about any of it, and why he decided to post these pictures publicly? Idk. Also, the implication of this is that he is angry to the point of desiring to do violence to beaurocrats, which is to say actual people in government.
