No I have known a lot of people with service dogs, not emotional support dogs. You ask for permission because some dogs must not be interrupted during their work, if you ask and they say it's fine then it's fine. You can ask people with service dogs if it's ok to pet and most times they are fine with that, the issue is with people running up and petting the dog without asking. Service dogs are very well behaved and usually love a good head pat
