Cities have a lot of soft power in that regard. Mine, just as an example, bans parking on grass. Even if you're not in a fancy neighborhood, and have been parking on your lawn underneath the spreading oak tree for the last 50 years, they can ticket you for it (and tow) if they feel like being ornery.
I think the usual wording for grass/plants goes along the lines of property values and nuisances to bring it within legal frameworks for what they can regulate.

As in engineering, we must examine where we can fix what went wrong. I can understand the frustration that the process often is entangled with the courtroom, but if a jury, presented with evidence and arguments by both sides, comes to the conclusion that one party was injured due to another's actions and restitution is deserved, who the fuck are we to gainsay that? I'm aware of many times where the "random unavoidable small chance of statistical failure rates" is settled on as the cause and there isn't a settlement paid. Even talking about removing someone's ability to seek remedy from the courts is an action that should be looked at with no small amount of suspicion.
The manufacturers actually quite like offloading the challenge of selling cars to the dealerships. They force the dealerships to buy their inventory on loan, and reap quite the profit. I remember that one manufacturer made a full third of its profit solely by the interest paid by dealerships who have vehicles sitting on the showroom floor.

Compared to his other tattoos, this one doesn't even seem offensive or tied to any specific hate group.
