It is, but I believe it's performing double duty as both an apostrophe and ending the single quotation mark. I'm not an expert though. Just a guess :)

It's a joke. He's implying that Elon is a violent drug addict with severe mental illness. Which is, of course, true.
Highly agree. The stress and anxiety is there for a reason. I actually hated it the whole time I was watching, but it was very much worth it. That being said, I don't think I'd watch it again.
