actually sonic screwdrivers can. in the "newer' series thier screwdrivers can lock/unlock doors at will, or produce an energy field. i think it was the 11th doctor series, where he was seen using on one of the wooden doors.

Pretty sure the phaser, on a high level, can burn through pretty much anything that is not star trek tech. It can also be set to expload.
