My question is that, because I don't believe it will stop, what should be our next steps? What software should we get now that can circumvent or make as much of this a nonissue as possible?

Protest this as much as possible and most importantly get everyone around you to do the same.

tor browser + a good vpn (mullvad is solid) should be your baseline, but also look into virtualization/sandboxing tools like Qubes OS if your really concerned about tracking. its an arms race tho, so staying informed on privacy forums is crucial.
