My pet theory about why Anthropic and Open AI are pushing for a “pause” is because they are trying to angle for a government bailout before their bubbles pop.

Maybe the same thing, I read the previous comment as a hard limit but I think its a soft limit that has a financial blocker instead of a compute one.
