Anyone remember Max Clifford? He was (is?) a publicist and his modus operandi was to generate infamy. He was hired by Rockstar Games to get "Cop Killer Game" headlines about GTA on the front pages, for example. There's no such thing as bad press, after all. This whole "Killer AI" routing smacks a lot of that.
