There is no systematic anti semitism against them as it is in case of blacks for example.

There's (AFAIK) no systemic racism, but they're still about eight seven times* more likely to be the victims of (reported) hate crimes than non-Jews, so clearly something is going on here.

*From the article:

noting that Jewish people make up only 12% of the city’s population but are the victims of around half the city’s reported hate crimes.

Taking that "around half" to be exactly 50% you get 12% of the city being targeted by hate crimes than the other 88%, meaning that our number of hate crimes per capita for Jews (H*0.5/0.12 for H hate crimes per capita) is about more than eight seven times more than that for non-Jews (H*0.5/0.88).
