If I remember correctly, Chevron was already buying oil from Venezuela. Exxon maybe.

They always did. I'm not saying they are clean or innocent in general. But in this specific case, they (1) already had a beneficial agreement, and (2) don't seem to have gained anything from the war. So, in this specific case, I don't think they were responsible (or they miscalculated horribly, which is also possible).
