Every now and then I would go to MTV's site to look at their schedule of shows, and it's depressingly funny how unrelated to music it is. It's all just reality show slop. I am SO GLAD that music videos never died along with MTV and are still being produced and shown on Youtube.

I never got into MTV. What I miss is VH1's Pop-Up Video series. They'd play music videos, but with pop-up bubbles of facts and background information about the song and artist. It was so cool! I'd definitely watch that show again if it were revived.

There is so much good music coming out every single day.
I mean he might have other takes I haven't heard and they might be shit for all I know, but this particular one is about MTV not playing music. If you've watched MTV, you'd probably agree. Music TeleVision has been showing mostly reality TV shows for decades now. The comment from MTV was pretty much "hey we do play music! in the middle of the night".
They did have their by-decade music video channels here in Europe at least, but they closed those last year.

How does one find new music effectively on tidal? I try Daily discovery and mixes .. meh
They work pretty good for me, mixes especially. Maybe try track or artist radios?
Daily discovery, far down the homepage there's 'Uploads for you', and any playlist or section that mentions new releases or spotlight (although Spotlight isn't catered)
Not out of the payola industry there certainly is not. Hell, it would only be a distraction.
