You could turn that around: if everyone eats at different times, the waiters never have time to eat because they have to work at all times.

But if everyone eats at the same time, then waiters can easily eat before or after that.

I have noticed a lot of these questions in the format:

if , then why ???

And, I don’t know a lot about ‘’ personally but I can make a pretty decent guess that for the reasons specified in ‘’ it’s probably wrong. these questions are set up with an assumption that I’ve never heard and then start questioning their own assumption. It’s just odd.

This sounds to me like a question from an ignorant US American. I heard of someone being asked how they endure living in Germany with there being snow all the time.

Edit: My point is maybe start by asking if you're assumptions are in fact true.

I have only briefly lived in France and it's a way back also. I never got the impression they were inflexible about eating times.

Yes. It may be time for time and not a whole month at a time. Also keep in mind that those workers aren't full-timers. ContRacts tend to be time-limited in that field, i.e. people get hired for a season with no guarantee for work after that. So people plan their own vacation time.

July and August vacation are the normal schools holidays. So it’s mostly families with kids who takes those months.

Other people would ideally try to avoid those months because they are packed and more expensive, so they are available to work.

But it will vary from jobs to jobs, maybe in some sectors business is slow so the company is closing and you are forced to be off, like it can happen around Christmas.

Same goes for lunch time, some of us have to sacrifice themselves to work because capitalism and rent to pay.
