So this is just an aside but tasers generally have reduced efficacy when you wear layers, say a leather jacket, cotton flannel, undershirt, and say a tank top equivalent layer. While some of the reduction is certainly caused by the prongs not getting anchored I have to wonder if it'd work against these gloves.

I have a hypothesis that these weapons, applied to "Immigration and Customs Enforcement Leaders" might cause the participants to "feel intense pain, stop hurting people immediately, perhaps urinate and/or defecate on the spot, fearing additional exposures while pleading like little bitches."

The gloves aren't even designed to incapacitate, they're purely for pain compliance. for ESD's to actually incapacitate someone, the probes or contacts need to spaced sufficiently far apart to pass through major muscle groups, which is why taser models are only effective at certain ranges.
keep in mind the Army is not in the province of pain compliance. Their sole goal is to kill as efficiently and quickly as possible so things that don't actually do that ... well... not exactly something they're going to care about.

But critics have warned the gloves will give ICE another weapon to intimidate and brutalize people even as the agency is under fire for excessive force that has left a trail of deaths and injuries across the nation. The gloves, they note, are easy to discharge, do not leave a mark and have not been extensively used in settings outside of jails. The manufacturer warns they should not be used on high-risk populations such as kids, pregnant women or disabled people.
“The military assessment in ICE’s own files shows that these gloves can cause ‘intense pain’ and force compliance. It does not establish that they are safe,” said Chioma Chukwu, executive director of American Oversight. “Everyone should be alarmed that ICE is preparing to deploy a tool designed to inflict, at best, intense pain, without showing that it is safe for the people who will be subjected to it.”
