It was meant to be a backwater station around a planet that was unstable. Mostly they job was be in the way of cardasian return and try valiently to get things towards Fed membership. I believe he had been a Lt commander aboard ships serving as the XO. He was at least a project lead at the ship yards. He may have even run the yards, I don't recall right now.

He was pushed into a command role that was intended to bring him back to where his career was many to be.

The rank of a station commander depends on the importance of the station in the fleet. Admiralty are posted to stations that are region command stations. The postings serve as command of the fleets in the region as well. For smaller posts the rank to command them drops a lot. Sisko was placed in command of one small station with a couple runabouts. The rank of Commander suits the post. Once it got more important he was already imbedded deeply with the the bajorans.

For face value yes. They are only given denominations so they count as currency for legislative purposes. They are almost never used at face value but for material or collector value.

The Canadian Mint makes all is their commemorative coins and such with a denomination. For example this $2500 denomination gold coin. https://www.mint.ca/en/shop/coins/2026/the-jack-pine-by-tom-thomson-1-kilo-pure-gold-coin

So there are non-circulation coins of all sorts of is values. Mostly they are worth more than face value as collected items. But sometimes they are worth more as their face value or as scrap metal. I had some $20 Silver coins that I took great delight in spending as my friend got them for $16.

I think they do it so that they cannot legally be melted down for materials. As defacing currency is illegal. It also prevents them from droping in value to far as they have an intrinsically assigned worth.

*Edit I suspect it's also so that faking them is counted as currency counterfeiting instead of as year mark or copyright infringment

What this is talking about would be if I were to now ask you questions about your marginalization and demanded answers. But since that is not relevant to our discussion here and because it's not your job to ensure that I am informed on any issues relating to your marginalization I wouldn't ask the questions in the first place. You shouldn't have to feel like you have to justify your existence to anybody who possess by and is curious.

People sometimes treat visible members of marginalized groups like they are information dispensers. That just because they are viable they are responsible for entertaining their curiousity. In specific instances where it's relevant and invited a discussion of their marginalization is fine. But it's is not the job of someone to ensure any person interested is told about whatever they want to ask.

I believe what they are referring to is that it's not any individuals responsibility to ensure that any other individuals knowledge of their marginalization is complete. That's not saying that individuals can't do it, nor that they shouldn't call attention to specific issues as effect them at that time. It's saying that they are not responsible to do the work of teaching someone that which they should learn themselves once the issue has been raised. To do otherwise often feels like the person has to justify their existence and struggles to anyone who asks. That's an unreasonable load for the marginalized person to carry.

So not blame, just where the burthen of learning falls once an issue comes up.
