An instance for all the country-themed communities right next to europe-themed is a nice vision. The former will probably grow slowly, but that's ok and you can make sure that the foundation with multiple admins, backups etc is resilient - like feddit.org after the drama with feddit.de.
Feddit.org only allows German&English language in order to keep it moderateable. If your country communities allow the respective languages (besides English for adressing interested 'outsiders') that's also a great vision, but I think you would better have native (or non-native) speakers as mods first.

Ja, ist auch niederschwelliger als Pläne, die auf einem Amt ausliegen. Ich stand mal auf so einer Wiese mit einer Testversion eines Projekts. Da konnte man dann selbst Bäume und paar andere Elemente hinzufügen, allerdings arg stilisiert. Auf Nachfrage hieß es, das wär erstmal Absicht, weil sich sonst manche festbeißen an Baumart etc. Find aber außer grober Raumaufteilung etc. ist ein mittelrealistischer Look auch wertvoll.
