He just yielded a mile on sanctions, as this Financial Times article shows:

It is because of this sanctions issue that his, and France's commitment is being questioned, and that is why he is now making statements like this.
What a phoney.

And what makes it even more enraging is that both Mélenchon's leftist party and the Nazis in France would help Russia, so a reasonable French voter doesn't seem to have a lot of options

Europe would not be deciding anything for the rest of the world (who also has no such thing as a representative voice that could speak to EUSP about what it wants). But as long as the index indexes everything, it could compete with the Google and Bing indexes, and people and organisations in the rest of the world would have a real and viable new option.

This is good, but I wish projects like this, and Europe in general would look wider than Europe. There are many in the rest of the world and Americans too, who are aching to be freed from anti-democratic, unregulated oligarchic big tech.

Edit: A WSP (World Search Perspective), started and owned by Europeans, could aim to index everything, and be real competition to Google and Bing. There isn’t any real prospect that every country or region could do this for themselves.

I struggle to understand how Republican congressmen can make this decision to override their “leadership” when he wants to aid and abet the enemy, but not decide to get rid of him for aiding and abetting the enemy

From the amount of power he wields you would think he is some evil genius. But it seems he is more a psychopathic idiot. I say idiot because of the religious thing and also because he works on the destruction of the same liberal democracy that he benefits from.
