There's no date here, and he did freak out back when H1B came under threat the first time, that was years ago when he bought Twitter. It was around the same period he started firing everyone (including the one disabled guy who nearly dragged him to court for a million dollar pinata and made him freak out again) and then he posted a picture of the few remaining people at Twitter HQ - almost all brown people in a precarious situation that couldn't afford to quit. No idea if that specific ~~twat~~ tweet is real though.
