MasterPDFEditor. It's on Arch's repositories. Open PDF with it. Open file > export > as images. Choose all pages. Done.

Kdenlive. In the project bin, select Add Image Sequence. Configure said sequence, pointing it to the folder of said exported images, and how long each image is displayed. Add sequence to the timeline. Render video. Done.
